Key point

Compare the fuel policy and its charges before comparing the final price. Full-to-full is easier to judge when you can refill close to the airport and keep the receipt.

Full-to-full and pre-purchase explained

Full-to-full means the car should have a full tank when you collect it and must be returned full. You buy the fuel you use from a petrol station. If the tank is not full at return, the rental company may charge for the missing fuel and add a refuelling or service charge under its rental terms.

Pre-purchase means you pay the rental company for fuel at or before collection. The return requirement varies. Some offers let you return the car at any level, while others refund qualifying unused fuel. A service fee may be separate from the fuel itself.

  • Read the fuel policy for the exact car and supplier, not just the search filter.
  • Check the required collection and return levels.
  • Look for fuel service, administration and refuelling charges in the rental conditions.

The difference: full-to-full makes the return level the main task. With pre-purchase, the price calculation and any unused-fuel refund terms need closer attention.

Worked example of a hidden fuel cost

This example shows the arithmetic only. It is not a quote, typical price or claim about any rental company.

Invented lineFull-to-fullPre-purchase
Fuel paid for€45 petrol-station spend€75 fuel charge
Service charge€0 service charge€20 service charge
Fuel actually used€45 fuel used€45 fuel used
Unused fuel€0 unused fuel€30 unused fuel
Refund€0 refund€0 refund in this example
Total fuel-related cost€45 total€95 total

All figures are examples written in October 2026, not prices. They demonstrate how a €75 fuel charge plus a €20 service charge produces a €95 total when the €30 unused fuel is not refunded. Check the current rental conditions for real charges.

Three checks before booking

The policy name is only a summary. The rental conditions tell you how the supplier measures the tank, whether a separate charge applies and what evidence you should keep.

  1. Open the fuel section. Confirm the level at collection, the required level at return and whether unused fuel can be refunded.
  2. Read every linked charge. Look for a fuel service fee, refuelling fee, administration charge or a different price per litre. Leave the offer if the total method is unclear.
  3. Plan the return. For full-to-full, find a petrol station near your route, allow time to refuel and keep the receipt. Photograph the fuel gauge and mileage in the return area.

This guide explains common policy structures. It cannot state the terms of a specific booking. The offer's rental conditions and the signed rental agreement decide the fuel level, charges, refund method and evidence required.

Fuel policy questions

What does full-to-full mean?

You collect the car with a full tank and must return it full. Check that the recorded collection level matches the gauge. At return, keep the final fuel receipt and photograph the gauge and mileage.

Is pre-purchase fuel always more expensive?

Not always. The result depends on the fuel charge, any service fee, the refund terms and how much fuel you use. Compare the complete terms for the exact offer rather than judging it from the policy name.

What happens if I return a full-to-full car without a full tank?

The rental company may charge for the missing fuel and may add a refuelling or service charge if the rental terms allow it. Check the charging method before booking.
